I mean, isn't this the entire reason behind the various Ratings Systems governments have enforced? Movies had the whole (G, PG, R, X) thing, Television had the (Y7, T, M, etc, with all their single letter abbreviations for triggering content), Manga has (E, T, OT, M, MA), even video games have a rating system. Oh, and Role Playing games have a tri-scale from 0 to 3 for various Language, Sexuality, and Violence content.
The only reason to censor content is if you're a public broadcast network and you have to "downgrade" the content because of either the Laws/Regulations, or simply not showcase that particular piece of media. And the censorship is really designed to protect the fragile, impressionable minds of young people, like children and teenagers. This is probably one reason why I wouldn't want to be a child again. In the 80s it wasn't bad, but today, the censorship is aggressive.
